In concluding, the research on the competition of the towns is very important.Through competition, the government of town achieved changes and development on system, ideas and works. The local economy may achieve high speed development. The function of the government may be adjusted better than ever before. The ability of civil servants may be improved. But this development may be lack of effective regulation and supervision. It may cause short-term efficiency but cannot achieve the long-term development, which would lead to the imbalance of the social and economic development. We need to manage the competition reasonably. The theory of the scientific development provides a new model to analyzer the competition between the towns. On behalf of the people, on behalf of the urban and rural development is the general concept and the aim of the competition. This paper attempts an empirical analysis and model analysis to study the township government's competition. We analysis the positive role of the local government competition, and then point out the problem of them.
