Research On Rural Governance Functions Of Xiaguan Town Government Of Yunnan Province

Our country is an agricultural country. Rural problems have been the top priority in the process of development in our country. Rural governance is related to all aspects of the rural society. Rural governance emphasizes the coordinated development of multiple social parts. Functions of town government in rural governance are that government set systematic and normative policy to manage rural public affairs and to cultivate the reasonable structure of rural society. The government also needs to respond the public appeal and to solve various problems appeared in the process of rural social development. So that can keep social justice and keep the social order. And finally realize the coordinated development of politics, economy culture and society. At present, our country’s rural governance has been got some development. Different rural areas and different development level of towns’rural governance show different characteristics. There are two kinds of town governance models which are powerful town but weak village and weak town but powerful village. In the relationship of powerful village but weak town, town government functions show some different characteristics from the study in the early time in town governance. We can’t utilize the results of the earlier study. My study is about Xiaguan town which characterized by powerful village but weak town. This paper is about politics, economy culture and society functions of town government in rural governance. Firstly, my study is about the problems that appear in town governance. The problems are the unclear Economic functions of town government, incapable of providing the public service and the public goods, the imperfectly developed self-governing rural organizations and the disordered political participation. Secondly, this paper analyzes the reasons of these problems in current rural governance. I analyze these problems from some aspects that the pressure system of government, the unmatched power of governance and financial resource, and the imperfect democratic participation channels. Finally I give some suggestions about the developing trend of government functions of Xiaguan town government in the aspect of politics, economy culture and society. My first suggestion is that Xiaguan town government should promote the formation of civil society. The second suggestion is that Xiaguan town government need to guide the implementation of the government purchase of public services. The third advice is Xiaguan town government ought to improve the government management system. The next suggestion is Xiaguan town government need to maintain the rural social stability. The final suggestion is that Xiaguan town government should promote cultural development. To do this, Xiaguan town can realize the coordinated development of politics, economy culture and society and achieve good governance structure in rural areas.
