The Research On Agreement With Deliberative Democracy And The System Of CPPCC

Western deliberative democracy, which was born in the 1980's in the western country, aims to offset the weak points which have been come into being under the representative democratic system. In recent years, with the social structure in China are increasingly diversified, the Communist Party of China (CPC) has attached great importance to promoting the construction of a deliberative democratic mechanism. In February of 2006, a report was issued named "On Strengthening the Work of the CPPCC by CPC Central Committee", in which an opinion has been presented for the first time that "The people's exerting their right though elections and vote, and all strata of the people's consulting with each other about the affairs of great importance, attempting to achieve agreement before decision-making, are the two main ways for the development of socialist democracy in China". The People's Politieal-consultation conference is the typical form andthe main carrier of deliberative democracy in China. the deliberativedemoeraey forms which the People's -consultation conference insists on both adapts the world developing tendency about the democratic progress,and persists in walking the politically developing road with the China's own characteristics, which has the broad prospects for development.This article tries to analyze the similarities and differences of western and Chinese deliberative democracy. Consequently, the academic support for the further development of Chinese deliberative democracy is to be found. The article combed deliberative democracy theory firstly, analyzed the main features of deliberative democracy, the resulting theoretical background, and its practical forms. Then the development process of deliberative democracy in China was recalled, Presented the point of view that political consultation is one of the important practice forms of deliberative democracy ,and the dliberative democracy is developped together with the CPPCC in China. On this basis, comparative the theory of deliberative democracy theory and Western from origin, values, consultation and other aspects, Demonstrated the intrinsic link exists between deliberative democracy and political consultation furtherly. Finally,for learning deliberative democracy theories to improving our country's political consultative system, Focus on improvning the design of the consultative process ,and promotting the construction of legalization, summarized two major problems, give my own suggesting of improvement.
