The Village Leader In Building Of The Contingent Of Cadres Analysis And Countermeasures Of Changchun City

As an agricultural nation, the population of farmer in our country has accounted for two-thirds of the total population. The problems of agriculture, countryside and farmers have close relationship with the developments of Party and the global nation. The Party organizations at the primary level are the foundation of the works and fighting capacity. In order to resolve the highly concerned rural issues, it is necessary to explore the leading nucleus role of the rural Party organization as well as the fighting bastion role. The contingent of cadres in Party organizations at the primary level is the critical factor in this process. Party Central Committee always pays close attention to the foundation of the countryside cadres contingent. The Party's 4rd Plenary Session of 17th Conference put forward a innovative statement"build a high-calibre leaders contingent of Party organizations at the primary level". The leaders of countryside cadres work and live in the forefront of the new socialist countryside construction, so they have the convenience to get acquaintance of the rural area. The execution of Party's line, principles and policies also needs the hard working of the countryside cadres. Therefore, strengthen the foundation of the rural cadres is the pivot of resolving the mentioned issues. It will be important to modern agriculture developing, new types of farmer training, collective interests increasing and rural social stability maintaining.Jilin is a major agriculture province and the rural issuses are representative. Party committee of Jilin province brought forth the decision of building"three-fold-project"mission to encourage the Party foundation in 2009. Taking the advantage of this opportunity,"countryside cadres'calibre improving program"was carried out by Changchun government. Series of achievements were obtained, and it becomes a model example in the whole province even to the whole country. As a special survey researcher, the author participated the survey of rural cadres in Changchun and quantities of detail data were obtained. Apart from the summarizing of the experiences, regularities were discovered. The present article was finally formed after serious analysis and deeply pondering.Directed by the theory of Human capital, this paper summarized the referential experience of Changchun rural cadres foundation. The objective necessity and the significance were introduced and the limits together with the reasons were also analyzed. According to the theory of human capital, feasible proposals of improving the contingent foundation were offered.This article includes the following four parts:The first part is"overview". It mainly reviewed the primary coverage of human capital and discussed the reference function of human capital to the foundation of the countryside cadres contingent. On the basis of systemic introductions of several typical theories, the definition, basic characters, investment form, operation mode of human capital were represented. The signification of rural cadres capital operation to the rural economic development of our country is also pronounced.The second part: the objective necessity of strengthening the construction of countryside cadres contingent. It is the demand of building a new countryside and building a harmonious society in rural areas. It is also very important for strengthening the governance capability of the Party, implementing the principles and policies of the central authorities, increasing the level of the rural primary organizations and enhancing the countryside cadres'calibre.The third part: the construction of rural cadres in Changchun, the dominant problems and possible reasons. Several new situations and new missions come up to the countryside cadres, such as the socio-economic development, new socialist countryside foundation, urban-rural integration, and rural democracy foundation. Therefore, new demands were raised toward the abilities of the cadres, including the economic works leadership, ability of acting according to the law, and the improvement of the leadership style. In the present part, the current construction situation of the rural areas of Changchun was analyzed from the following aspects: age structure, cultural structure, education and training situation, the ability of making people enrichment, the reserved talent situation, the work adaptive capacity, and et al. The main measures and achievements of strengthening the cadres foundation of Changchun were summarized from various aspects. Accordingly, several problems appeared in the countryside carders members. In this part, the subjective and the impersonal factors were both analyzed.The fourth part: optimize the actuating mechanism, and integrally promote the quality of the rural cadres. The feasibility of using some newly mentioned systems, such as the talent selection system, the training system, the incentive system, the supervision system, and administrative mechanism of collective property, to realize the integrated enhancement of the quality of the rural cadres were discussed. The feasibility of the responsibility identification and reducing the rural financial risk through innovation is also analyzed.
