How to expand and develop rural grass-roots democracy, so that farmers in the villages can master of their own lives, and fully exercise their democratic rights is a major issue of the construction of China's democratic politics. After years of exploration and practice, hundreds of millions of peasants led by the communist party of China found the way of promote the rural grass-roots democracy which conforms to China's national conditions. This is the implementation of village self-government. Farmers can directly exercise their democratic rights, handle their own affairs according to law. This is a grass-roots democracy that the villagers are able to implement self-management, self-education, and self-service. Democratic election, democratic decision-making, democratic management and democratic supervision are the main elements of the villager's self-government. The construction and development of grass-roots democracy in China has been for 30 years, has made remarkable achievements. However, we must be aware of there are many problems in primary-level democracy construction at present. Most experts and scholars agreed that the village level of organization is relatively low, so we should pay attention to fostering and development of rural social organization in the future. The report demonstrates that social organizations can play an active role in primary-level democracy construction.There are four parts of this paper, the first is introduction, it brings forward the reasons of research, significance of the research, the means of research and exploration of this paper, the situation of study and evaluation; The second mainly elaborate interaction between rural society organizations and grass-roots democracy. In the third, we research how they play a role in the development of local democracy: rural economic organizations, political organizations, ethnic organizations, and with the nature of the triad gang. The forth discusses the means of rural social organizations play an active role in primary-level democracy construction. Take the four categories mentioned in the third part for example, propose specific recommendations from ideas, institutions, mechanisms and methods.
