Along with the process of globalization, competing among countries now focuses on the overall competition which integrates economy, technology and knowledge. Talented people especially those with innovative spirit and well-rounded development are regarded as a kind of rare resource of the society and play important roles everywhere. In the meantime, more and more countries have learned the importance of those talented people and considered the development of the talented as a part of national development strategy. It is believed that a country's occupation of talented people is directly related to the result of its competition against other countries in the future. Therefore, competition in talented people development is at national level in many developed countries. As a main resource of social talented output, graduate education is of great value for a country because it is not only an irreplaceable force to stimulate the technology advancement, but also an important platform for talented people development. Therefore, the development of graduate education is attached importance to by a lot of countries.In china, graduate education, taking the responsibility of supplying high-level talented people with innovative spirit and well-rounded development, is the basis of building national innovation system to help the country win the competition of world knowledge economy. As China is facing a fierce challenge of the rapidly developing science and technology and knowledge economy, a higher requirement is raised on the quantity of quality of high-level talented people.This paper took a case study on the graduate education in the Chinese Academy of Agricultural Sciences. Under the guidance of graduate education quality and management theories and combining a comprehensive understanding of its doctor education and the basic law of graduate education, this paper tried to propose suggestions to build a personalized assurance system for academy education quality.This paper briefly reviewed the history and current situation of graduate education in china and concluded its achievements and insufficiencies. Based on these, it further examined the graduate education in Chinese Academy of Agricultural Sciences. According to a comprehensive graphical analysis on data collected by documentation, interviewing and survey, this paper concluded that a qualified graduate education requires specialized student development system, the utilization of research resources, a well-managed teaching system and professor and teacher team, a reasonable evaluation system and strengthening recruitment, Ph.D. and other doctoral thesis.
