Assessments of instructional activities have always been the crucial part in the practice of teaching research, which directly influence the validity of their instruction. The article concentrates on three aspects, namely, teachers'attitude to the teaching research activities, their view on the corresponding assessment and their behavior and mentalities in the course. Examples from the chemistry education in the middle schools of H District, in Shanghai, the author by means of questionnaires and interviews finds that in reality local chemistry instructions are still in low efficiency. One of the main reasons is that the communicative function in the assessment has not given full play.To meet the need of teacher's professional development, the paper designs the regional teaching research activities based on the communicative function in the assessment. It's suggested that we can guide the regional teaching research activities by the means of taking the assessment for the form, teachers as the subject of value and evaluation, "critical incidents" as the object of assessment and building and constructing values as the main methods. The operative measurements are given out based on the multiple needs of re-constructing the culture in teaching research activities. Dividing into groups according to the teachers'needs and re-constructing the culture in teaching research activities are the operating strategies of district-level teaching research activities based on the communicative function.Because of the different students the teachers meet, the different stage of their professional development and different stage of work plan, the teachers have different needs for their professional development. It aims at the meeting the teachers'demands. Arousing the teachers'professional development and building their belonging and agreement on shared vision can re-construct the culture in teaching research activities in which the teachers can express their value proposition freely.The teachers can make agreement on finding, constructing and sharing value."Assessment-Sharing model" is put forward based on the release of communicative function in the evaluation. The model starts from surveying teachers' needs, dividing teachers into groups, determining every groups'evaluation theme and its presenting way. Its main activities include said the class-defense, actions exposed and the micro-standard click and free combination.And also the guarantee system is built up from both political and human assurance. It offer assurance of funds, time, researchers, technology and information.Our experiment in H district have achieved a certain success based on the above research activities.
