In response to Wenchuan Earthquake on May 12th 2008, China has adapted several policies and programs designated to provide assistance to disaster-affected college students. However, there are still some newly-originated issues remained unsolved in the field of ideological and political educations for disaster-affected impoverished college students, which is especially visible in universities within Sichuan Province; this situation is both related to suddenness and unpredictability of natural disasters, and also to lack of in-depth studies in how to carry out relevant ideological educations. This paper attempts to examine some practical methodologies and approaches to conduct monetary grants, psychological intervention, as well as ideological and political education to impoverished college students, in the background of post-Earthquake recovery in universities within Sichuan. This paper is made up of 5 sections:In section 1, the author gives definition and categorization to impoverished college students by examining some prevailing methods of defining those students; the author also distinguishes the intension and extension of impoverished college students affected by earthquake disasters. In section 2, the author studies China's existing student grant scheme aimed to provide assistance for impoverished college students. This section mainly covers the following 3 aspects:firstly evolution and development of impoverished college student monetary assistance scheme since China's Reform and Opening-up period; secondly detailed analysis on China's current monetary assistance scheme designated to help impoverished college students; and lastly some ad hoc subsidiary policies aimed to rehabilitate students affected by Wenchuan Earthquake. In section 3, the author depicts functions and significance of ideological and political educations for disaster-affected impoverished college students. Based on retrospection on development of ideological and political education in China, the author explicitly illustrates importance of ideological and political education for those impoverished students in the background of Wenchuan Earthquake disaster and its aftermath rehabilitation progress. In section 4, the author analyzes current situation of ideological and political education for disaster-affected impoverished students. By researching some universities in Sichuan Province, the author examines some major problems remained in ideological and political education for impoverished Sichuan students that have been impacted by Wenchuan Earthquake, and emphasizes indespensibility of such educations for those students in the circumstances of disaster recovery. In the last section, the author attempts to provide solutions to the current structure of ideological and political education and monetary assistance scheme, including: rationalization of government involvement in such monetary assistance programs; better theoretical researches and improved managements; establishing model cases; strengthened structure of mentors and managerial staff; and widened channels to better facilitate operation of the ideological and political education and assistance system.
