Music teaching researchers are the teaching and researching instructors for music teachers in the primary and middle schools. Their qualities, role orientations and functional positioning would affect the level of development of music education to a great extent. Under the new management mode of government's strengthening public service, the music teaching and researching must adjust their functions, reposition and strengthen researching and instruction to promote the public service socialization of music teaching in schools and society. Under the new curriculum reform, by collecting materials related to the topic, the necessity, feasibility and implementation measures of music teaching researchers'function transformation are demonstrated. At the same time, the advantages and limitations for the function transformation of music researchers are analysis. Different research methods are used in the paper: comparative analysis, survey, classroom observation, text explanation, document collections and so on. The paper focuses on the new curriculum reform on music education in primary and secondary schools and how to retransform the function of music teaching researchers under the awareness of public service. The study has great influence on promoting the music teaching researchers'quality as well as accelerating the reform and development of basic music education.
