With the deepening of China's higher education management system, the local government's investment has turned into the main channel for the funds sources of higher education. At the same time, the pressure of local government funding is also growing by the expanding and increased of the university-running scale and cost. Undoubtedly, investment is the core contents of the government's responsibilities in development of higher education. But in reality, the local government's investment has being in insufficient states in a long period, and this insufficient investment continues reduce. In the theoretical field, this question is one of the educational research emphasis, and also receiver a series of results. But there is no fundamental explanation of this question until now.Under the analyzed of the higher education investment theory, government performance evaluation theory and talent market-oriented theory, the thesis had analyzed and pointed out the existing problems of local government's insufficient investment in higher education, such as insufficient finance funding, unreasonable funding structure, Significant regional differences. Then, with analyzed the functions of local government and its fiscal expenditure structure in the market system reform, Its pointed that under the interest game the Local Government "rational" investment behavior is an important reason for inadequate investment in higher education. At last, through the talents flow characteristics and flow of "rational" under the market economy, illustrate the conflict between the talent market and the government's performance regional limited impact on local government investment in higher education. According to these existing problems, the article put forward the following four policy proposals:legislation to increase local investment, improve the local financial input control and restraint; establish a scientific funding standards to increase the local high input indicators; emphasize local university school characteristics, and cater to regional economic development needs; increase its efforts to bring local talent to optimize regional talent environment.
