As the old saying goes,“It takes ten years to grow a tree and a hundred years to bring up a generation of talents." This means that the growth of a tree takes only ten years while the cultivation of talents requires a hundred years.It is true that a hundred years is only an estimate to describe the length of the required time.The "one-hundred-year bringing-up of talents" lies in education.In a country,education plays the role of its cornerstone.If the education is prosperous,then the country will be strong,and the same is true vice versa.Both elements complement and interact with each other.The development of education is related to the development of the economy,society,culture,and science,not to mention,technology,in a country or region.Specifically,education can affect the economic,social,and scientific and technological development processes of a country or region;generally,education concerns the rise and fall of nations and nationalities.Therefore,people often say that "Education is the foundation of national development in the long run".It can be seen that education provide a steady stream of talents for the development of a country or region's economy,society,science,and technology,while playing a significant role in history.It is precisely for this reason that many countries in the world,especially the developed countries and emerging countries,invest large sums of money into education each year,which makes education investment an important part of national and regional social and public investment.Needless to say,although the state and local governments have invested a large amount of public financial funds in higher education,there is inevitable imbalance in the development of higher education between regions due to the wide geographical spread of China,uneven levels of socio-economic development,and the large scale of higher education and the imbalance are reflected in the investment in higher education funds.As a province with the largest population and a large scale of higher education,Henan Province has experienced a relative lag in the development of higher education.One of the main reasons lies in the lack of funding for higher education.This study is based on this situation.Based on the background of the lack of investment in Henan's higher education funds,this study combines the specific situation of Henan Province's public finance education funding for higher education to conduct an in-depth and systematic study on Henan Province's higher education financial funds.The specific content includes the average educational expenditure investment for students,non-fiscal education investment and fiscal education investment for Henan's higher education.This study is based on the theories of human resource management and public finance management.In this study,it is concluded that there are many problems in theinvestment of financial education expenditure for regular higher education in Henan Province:the investment in regular higher education funds accounts for a small proportion of the total investment in education in the province;the average investment of students is too little;fiscal revenue growth cannot keep pace with the expenditure of financial education;investment from state-funded education funds is relatively scarce.It is found in the study that factors that affect the financial investment in higher education in Henan Province varied.Specifically,it includes the education fund management system,the efficiency of the use of education funds,the reform of education-related systems,and the unbalance in the levels of government's financial investment in education,etc.On this basis,tactical options for solving problems were pointedly put forward in this study,such as reforming the management system to increase the usage rate of education funds,following the development laws of higher education and increasing the intensity of the central government' funding and provincial and municipal funding for higher education and so on.
