Investigation Of High Level Backup Talent Base Construction In Fujian Province

In order to ensure the full implementation of Olympic Honors Plan, implement the selected projects for fostering reserve sports talents, add further impetus to the case of cultivating the reserve sports talents for Chinese Competitive Sports, and ensure the Sustainable Development of the Competitive Sports in China, from 2004, the State Physical Culture Administration dose the identification of the National high-level bases for cultivating the reserve sports talents every four years just like Olympic Games. Then State Physical Culture Administration officially named the 212 sports school in 27 provinces (autonomous regions and municipalities) the National high-level bases for cultivating the reserve sports talents (hereinafter referred to as the bases).This study is based 2005 to 2008 as Olympic cycles. The ten bases in Fujian which are recognized are chosen as research objects. By means of materials collection and analysis,survey research, interview method, and analysis by logical approach, this study paper forecasts the sustainable development of the competitive sports in Fujian, which is take the theory of Harmonious Development and Sustainable Development as the theoretical foundation and the current state of Base Construction in Fujian as the point. The result shows that Project Settings in bases mainly include constructing advantage project and key project, tapping the potential advantage project, appropriately expanding the scope of the bases on the basis of these current ones, and turning theses training places which have excellent coaches and athletes into training bases. According to the 13 influencing factor which is decided by the identification condition in "Notice of launching the identification of the National high-level bases for cultivating the reserve sports talents", each factor has different problems. Through investigation and interview, we find that get in and out at a satisfactory level should become attentive. The coaches in bases have low level of competency and scientific training level. The bases stress the importance of on-the-job training and continuing education. The ratio is low when it refers to people who participating the high level training. The funds for the bases mainly depend on the government input. The competence and recourses of independent generation revenue is limited, the funds of part of the bases are in a tense situation. The Cultivation of Talents in bases is unsuitable to the market economy; some projects with good prospects have already entered the market; social power also entered the reserved personnel system one and after. But the overall scale is not large and no irregular problems.
