Research On The Financing Method Of Campus Expansion Of Colleges And Universities In The Phase Of Popularization

In the 1990s, the principle fo national rejuvenation through science and education has been the basic state policy. In the process of enforcing that principle, science is the pivotal issue, education is the basics, and our country put the education at the development priorities. In the past ten years, the scale of our high education has increase strongly, especially since 1999, successive increaseing enrollment makes the scale of colleges and universities developed by strides. While Seizing the chance to develop themselves, the colleges and universities is not satisfied with the state financial appropriation and is limited to a bottleneck with development by finance. In this case, the colleges and universities is seeking for other financing method.In last 90s, the society begin paying attention to the education financing, but to financing of constructing the colleges and universities is the rencent years'issue. Facing with the great requirement of developmengt of the colleges and universities, theory circle draw on the experience of other industris, analysing the feature of constrcuting the colleges and universities, and put forward many ways to finance: bank loans, replacement of assets, asset securitization, BOT project finance. Those methods has become the hot spot for constructing the colleges and universities, and has been taken by many schools. While, the feasibility of those methods in practice should be nanlysed deeply., and the instructing function for financing and constructing the colleges and universities should be improved.At firest,this paper introduce the background of expansion of colleges and universities, and throgh searching the information of development and finnacing source, constrasting the differrent ways of finnacing, the author suggests the dilemma of the financing methods.Secondly, the author introduces the differrent financing model, including two main source:state financial appropriation and local financial appropriation. Besides, the author also introduces and states some hot financing models in the field of threory, in which, some has been applied into paractice.Lastly, the author make a feasibility analysis on the financing of constructing colleges and universities, which is mainly based on state financial appropriation and talk deeply about the financial appropriation for colleges and universities which is based on equity priority and efficiency consideration. Based on absorbing the experience of foreign coutries, the author researches several other usful supplements for financial appropriation, and provides instruction and advice for our country's financing method of constructing colleges and universities.
