China's College Funds For Construction Financing

Since the 1990s, "Rising Country by Science and Education" has become the basic policy of China, In this policy, Science is the key and Education is the basis, Hence, the government gives high priority to develop the education, In the past ten years, the scale of our higher education grew up quickly, Especially during the years after 1999, universities and colleges recruited more and more students, and resulted in a huge scale increase, During the course that these universities and colleges tried to grow up by capturing this historic opportunity, state appropriation could not satisfy the development requirements of these institutions, Construction fund has become the bottleneck that constraints the development of these institutions, In this situation, universities and colleges began to resort to other methods for raising construction fund,Since the 1990s, our society has noticed the problem about how the universities and colleges raise fund, But it is a new research topic about how to raise construction fund, Considering the huge development requirements of universities and colleges, based on the experiences of other industries and the characteristics of high education, academic society propose to raise construction fund through many methods, such as loan from bank, replacement, securitization, BOT financing, etc, These methods had been adopted by some universities and colleges, But the feasibility of these methods should be analyzed further, This research is very worthwhile to studying the construction fund raising methods of universities and colleges,In this thesis, I first introduce the background of the universities and colleges construction, The materials about the recent development of our universities and colleges and the sources of their fund are collected, I also compared our fund raising methods with foreign countries and pointed out the problems faced by our universities and colleges during raising construction fund,I then introduce several construction fund raising methods used by our universities and colleges, The main sources are budgets of central government and local government, Except that, the methods discussed in academic society are also introduced, especially some methods that has been adopted by some universities and colleges,Through analyzing the above construction fund raising methods and investigating the problem of marketing higher education, I point out several misunderstandings about the new methods of raising construction fund, The problems, which are encountered when applying these methods, are also discussed, I then draw the conclusion that state appropriation should be the main construction fund sources of our universities and colleges,After that, I carry out feasibility analysis of mainly raising construction fund from state appropriation, I also discussed the state appropriation mechanism that can keep fair while trying to maintain efficiency, According to the experiences of foreign country, I discuss several good methods that can supplement state appropriation, and propose some instructions and advices to construction fund raising methods of our universities and colleges,Finally, I summarize my thesis, present several shortcomings, and present several valuable future works,...
