Higher education in China has experienced tremendous development and enormous changes whose popularity has been promoted to a new level. Higher education in Liaoning has also developed rapidly with the changes of quantity and structure. The reasonable higher education hierarchical structure should be suitable with social economic development, and could culture suitable higher education talented people both in quantity and quality, so as to fulfill the diverse social demand. National education reform and development of long-term planning programs from 2010 to 2020 has recommended that the optimization for higher education structure is necessary and should be suitable with the regional development. From 2006 to 2008, the economic strategies for three major regions were carried forward. The research on the development of higher education hierarchical structure would be valuable and meaningful for the Northeast China old industry bases revitalization, training of fitted talented people and for the boost of Liaoning social economic development.This paper analyzed the current situation, trends, characteristics and reasons of Liaoning higher education hierarchical structure through collecting statistical data of higher education hierarchical structure from 1999 to 2008, including enrollment, ratio and subjects. The shape of higher education hierarchical structure in Liaoning province is like spindle. The enrollment of higher vocational education with energetic development was not enough. The number of undergraduate education was huge and developed steady. Graduate education developed most rapidly, which is different from the postgraduate education with small enrollment number and slow increase.This paper took the enrollment of each Higher education layers from 1999 to 2008 as the basic educational data and Liaoning GDP, per GDP, primary industry, secondary industry and tertiary-industry percentage of GDP, per disposable income of urban households and per capita net income of rural households as the economic statistic. GDP and per GDP would reflect the increase of economic development. The three major industries percentage of GDP and per income of urban and rural households would respectively response the industrial structure and consuming capacity. All of the seven economic indexes could mirror the development of Liaoning economy. And then, it applied the SPSS17.0 to analyzed correlations between educational and economic indexes, composed the integrative indexes and the matched curve of Higher Education enrollment, which proved that Higher Education Hierarchical Structure fitted the economic development in Liaoning province.Aiming at the current situation, trends, characteristics and reasons of Liaoning higher education hierarchical structure through collecting statistical data of higher education hierarchical structure from 1999 to 2008, the approaches and strategies for adjusting and optimizing higher education hierarchical structure has been proposed. The ratio of higher education hierarchical structure should be reorganized. Higher vocational education should be characteristic and suitable with the industrial adjustment. The quality should be the key point for the development of undergraduate education. All the graduate education needs is stability. And the innovation capacity is vital to the development of postgraduate education. The last but not the least, each layer should have effective connection.
