Study On The Adaptability Of The Liaoning Province Higher Professional Education To The Local Economic Development

Revitalizing the northeast old industrial base is a significant strategic decision made by our National Party Central Committee to accelerate the coordinated development of regional economy in recent years. With our country's support for the Northeast region continued to increase, the Northeastern Region has got rapid development. As a heavy array of Liaoning Province in Northeast of China, it ought to firmly seize the importment opportunity to unceasingly advance Liaoning's economic restructuring, display Liaoning's own advantages and build Liaoning Province into a nationwide major equipment manufacturing and raw material base. As an educational base which training direct service high-quality labors and application of technology talents, Liaoning's Higher Vocational Education plays an important role in Liaoning Province and provides much important human resources for economic and industrial development. Meanwhile, Liaoning's economic development also promotes the steady progress of higher vocational education. So, Liaoning Higher Vocational Education and the local economy has adapted to each other. The coordinated development is an important means and way to promote the development of Liaoning-this old industrial base.From the background of revitalizating Liaoning's old industrial base, combining Liaoning"Eleventh Five-Year Plan"and the future economic development strategy, this paper analyzes the current adaptation of Liaoning Higher Vocational Education and local economic development by the literature analysis, historical research and the statistics of National Bureau of Statistics website, Liaoning statistical information network, Liaoning education website and some related researches.Then the author puts forward some useful suggestions aiming to these problems. This paper is divided into five chapters. Firstly, from the current overall development status of higher vocational education and the revitalization of northeast old industrial base research background, this paper points out the significance, purpose and theoretical basis of researching the adaptability of higher vocational education and economic development. Secondly, from the existing research the author sorts out some documentary summarization about the relationship and adaptability issues between higher vocational education and regional economy. Thirdly, this paper points out the present development situation and future development strategy of Liaoning Province, analyzes the development history, current situation and development goals of Liaoning higher vocational education. On this basis, the author puts forward the development requirements of Liaoning's economy for higher vocational education. Fourthly and finally, based on the realistic situation of Liaoning's economy and higher vocational education, the paper deeply discusses the current adaptability of Liaoning higher vocational education and economic development, points out the incompatible problems between Liaoning higher vocational education and economic development and then gives the corresponding causes analysis. Furthermore, the paper proposes some useful countermeasures and suggestions to promote Liaoning higher vocational education and economic development mutual adaptation.By means of the research, we find that the current maladjustment between Liaoning higher vocational education and economic development mainly embodies in four aspects: Firt of all, the development scale of Liaoning higher vocational education is not suited to the economic development. The prefecture-level cities have few higher vocational colleges and Liaoning higher vocational colleges lack of"Double-qualified"teachers. Secondly, the professional structure of Liaoning higher vocational education does not adapt to Liaoning's economic structure. There are some problems in professional structure, such as irrational professional settings, not closely linked with economic development, lacking of professional characteristics. Thirdly, the talent cultivation structure of Liaoning higher vocational education does not adapt to the economic structure. There are some problems in level structure, such as lower hierarchical structure, certain decision in training objectives and economic needs. Fourthly, the distribution structure of Liaoning higer vocational education does not adapt to Liaoning economic structure. There are some problems in distribution structure, such as unreasonable distribution in higher vocational colleges.In view of this, from the point of the development requirements and future development strategy of Liaoning economic development, this paper puts forward the corresponding countermeasures and suggestions to solve the maladjustment problems existing in the development of Liaoning higher vocational education and economic development. On the development scale, Liaoning Province should appropriately expand the scale of higher vocational education, increase"Double-qualified"teachers team construction and improve the quality of higher vocational education. On the professional structure, Liaoning higher vocational education should adjust the layout of the professional structure oriented to Liaoning economic structure, and enhance the construction of professional planning and investment. On the hierarchical structure, Liaoning should enhance the higher vocational education level , try to organize the pilot five-year higher vocational education and expand professional degree level. On the layout structure, Liaoning should adjust the layout of vocational resources according to the economic structure and also vigorously develop vocational education for the countryside. In addition, Liaoning relevant government departments should strengthen the support for Liaoning higher vocational education, formulate relevant policies and create a good public opinion environment to promote the sound development of higher vocational education.
