In the modern construction of China, with the establishment of socialist market economic system and promotion of political democratization process, increasing demand for integration of people thought and ideology of democracy and legal system, demand all citizens to actively and orderly participate in social public life. In such an important change process, citizen quality has become an important guarantee for social development. Although the cultural quality of Chinese has been widely improved nowadays, however, because of historical and cultural tradition, civic awareness is not yet universal, the ability of citizens to participate in social affairs still need to be improved significantly. Traditional moral education possesses certain advantages and plays a positive role, but in respects of content and methods it can not meet the needs of the times in terms of modern civic education. As an important social groups, students will become the backbone of society and enhance their civic quality so that they have the concept of modern citizenship, which is the objective of civic education.Firstly, the theory of civic education is discussed and historical aspect of it is combed vertically, which is as a basis for future research in this paper. Civic education promotes students'development of knowledge, attitudes, emotions, and behavioral skills in the political, economic and cultural aspects, so as to make them actively involved citizens of a democratic society. However, due to historical and practical reasons, although there have been contents of civic education in our universities, there is no official statement and no civic education courses. Civic awareness of undergraduates as a distinctive civic group will have an important impact of civic awareness of al 1 society.Using teacher questionnaires, teacher interviews and other methods, the status of university civic education was studied and found that its problems as follows:the lack of undergraduates civic awareness, fuzzy goals of university civic education, indefinite status of civic education, the lack of system guarantee and incomplete system of civic education content including content duplication, unscientific single manner of civic education and the resulting a lack of civic education sense of teachers. To solve these problems, the researchers proposed four pieces of improving advice for university civic education:perfect guarantee measures of university civic education with the community as a base; vigorously carry out civic education with school education as the center; improve civic quality with students as the keystone.
