The realization of developing a socialist harmonious society and the construction of civil society with Chinese characteristics both demand participation of a large number of high-quality citizens.College students, as citizens with high quality, have a special social status and play a model and leading role. The current development of society and college citizens themselves requires college citizens have the basic qualities which include:awareness of independent personality,balanced awareness between rights and obligations, community awareness, participation awareness and participation ability, ability of critical thinking, public spirit and volunteerism.However, the current fact is that there is some distance between the requirements of social development and college students'citizenship quality. The Main problems related with college students are these:lack of awareness of independent personality, imbalance between rights and obligations, weakened sense of community, inadequate capacity of awareness and participation, lack of critical thinking competence, utilitarian orientation in volunteer service, poor public consciousness and lack of public spirit. Universities which are the important bases for training high-quality citizens have not yet paid enough attention to civic education. To put it in detail, the above issues include: complete, systematic and scientific public education curriculum has not yet established, so civic education is mainly conducted through the ideological and political education or moral education, which focus on preaching political theories and indoctrination and thus neglect the relationship between college students as subjects and the reality. Many problems exist in college social practice. For instance, students have vague understanding about the significance of social practice and they lack of opportunity to participate in social practice. What's more, the organizational procedures of social practice are not standardized to some extent and such activities lack of funding support.There exist some negative aspects for the healthy growth of students both in campus environment and culture. The development of college public sphere and civil society organizations is yet not mature enough to cultivate high-quality modern citizens.The dissertation, based on the analysis of current situation of Chinese college citizens'quality and problems related with implementation of civic education of universities which should be resolved urgently, keeping the successful examples of American Universities in training qualified citizens for reference and guided by advanced notion of civic education, targets on developing college students into high-quality citizens for social development and designs a system of Chinese college civic education which characterizes by'integrated curriculum-based','campus environment and atmosphere based'and'college students' social practice as the carrier'. Furthermore. the dissertation puts forward the basic strategy of implementing civic education in China. Firstly, promote the integration of curriculums of civic education by opening core curriculum and foundation courses of civic education, infiltrating civic education through professional courses and developing comprehensive interdisciplinary curriculum about civic education. During the process of integration, civic education resources, inside or outside the school, should be made full use; university teachers' ability to integrate courses should be promoted, teachers' words and deeds should be paid enough attention, various teaching methods, curriculum reform and assessment methods should be carried out. Secondly, help students understand the nature and content of social practice, exert fully college students' subjective function in social practice, promote institutionalization, Standardization and personalization of college students' social practice to solve the existing problems.Thirdly, construct and improve the environment and culture atmosphere for college citizens through establishing actively college public sphere and cultivating civil society organizations of university.
