The concept of inclusive education is being understood and accepted by all countries increasingly, and lots of countries have complied with the "Declaration of Salamanca" principle which has been adopted on the "World Special Needs Education Conference". These countries carried out the practice of inclusive education; implemented inclusive education in varying degrees; let disabled children into the normal schools gradually; and required teachers learn some basic skills in special education. However, the inclusive education had not big influence in China. Although many areas were implementing some measures of inclusive education, such as carrying out "the regular class", also achieved some success, but still was far away from the goal of inclusive education. So far, in society and schools, there still exist the phenomenon which is treating the special education needs students with traditional educational concept, and occur the discrimination and exclusion phenomena of vulnerable groups. There are still different interpretations and views in inclusive education, and even with dissident. As a new international education thought, inclusive education is the trend of education development in the 21st century. Conform to the trend of globalization of education, and we must strengthen research and dissemination of Inclusive Education. Therefore, this topic of "Inclusive Education Theory and Practice and Reference to China" hopes that inclusive education has a more comprehensive understanding.From theoretical and practical aspect, this paper makes a in-depth analysis of the inclusive education in combination with the specific conditions of China's education. Firstly, the writer expounds the theoretical basis of inclusive education and its real sense from the angle of innovation. And on this basis, from international vision perspective, the author analyses the actuality of the inclusive education, the UNESCO and the development of inclusive education, the Salamanca declaration of Spain and inclusive education, the development prospect of inclusive education in the international society and implementation status of inclusive education in USA. Based on this, this paper focuses on the analysis of current situation of the inclusive education in China from problems and strategies, the current problems and difficulties of inclusive education in China, some problems of Inclusive education implementation in China. The author also conducts a comprehensive comparison between the current situation of Inclusive education in China and other foreign countries from education ideas, education teachers training and education resources guarantee. Finally, the author looks into the future development direction of inclusive education in our country. In China the government should play a macro-control role in the development of inclusive education, improve constantly the legislation system of inclusive education and construct the inclusive education system with Chinese characteristics. The biggest innovation points in this paper is the author expounds the theoretical basis of inclusive education and the important significance in education practice from the perspectives of the theory.
