The talents biological environment is required by the nurture of innovative talents in science and technology,which provides security to the nurture of innovative talents and the construction of the innovative country.Based on the empirical analysis in Zhejiang's universities andcorporations,This paper resear-ches the talents biological environment from the two major perspectives of macro-Scopical and microcosmic environment.To research the macroscopical environment for creative talents in science and technology,we construct the indicator systems for the creative talents in science and technology by screening in theory and screening by experts.Using SPSS for windows 16.0 and by the method of factor analysis, we assess the macroscopical environment by raising four principal divisors that are based on the sample datas from 18 provinces and cities.We construct a model of the relationship between talents biological environment and hi-tech innovation capacity.Then,we make two questionnaires for empirical investigation.At last, using AMOS 17.0,we check the mechanism of action between the talents biological environment and hi-tech innovation capacity, and check four hypothesis that had been set.Through the comprehensive analysis in two major perspectives of macroscopical and microcosmic environment.this paper suggests that "two hierarchical and three subjective talents biological environment in science and technology" is an efficient path to promote sci-tech innovation capacity in Zhejiang province.
