Classroom community meeting is an important part of classroom management in secondary school, especially in the building of Democratic Classroom Community. However, the evaluation of which is not valued well, and express many problems. First, criteria of evaluation are getting behind, which is not enough in promoting healthy growth and developing the unique personality of children. Secondly, the subjects of evaluation are not in their position, including stakeholders, the students in the class. In other side, the subjects of evaluation cannot master the criteria of evaluation. Thirdly, evaluation methods are still following the old model of static evaluation. The feature of time delaying of education requirements for evaluation of the effect being generated for the "new quality" in order to meet the continuous generation of new problems to solve the need. Fourthly, the selection of content in evaluation is too narrow. The planning and preparation are also the contents of evaluation, besides the final presentation of the meeting.Promotional Evaluation of school reform is to promote the change process in schools, by school practitioners, change agents, participatory researchers, school practitioners and researchers in the field of school reform started, which is meant to facilitate the value creation process in the reform through seminar-style evaluation. Promotional Evaluation, Managemental Evaluation, Serving Evaluation and Developmental Evaluation are four kinds of evaluation which are classified in the dimensions of purposes.The first stage of Promotional Evaluation is the evaluationof the theme of the meeting, which includes four steps:diagnosing the current situation of the class to get the initial intention, focusing on the development needs of the stage based on the level of student ability, refining the theme of the classroom community meeting after students analysis the nature of it, and reflecting the formation of the theme to deepen the understanding of the theme.The second stage of Promotional Evaluation is the evaluation of program of the meeting, which includes four steps:making a plan of action to form the classroom community meeting programe, evaluating simultaneously while planning the program, choosing appropriate activities after the coordination between different elements, and improving the classroom community meeting program to get a better result.The third stage of Promotional Evaluation is the evaluation of the process of the meeting, which includes four steps:forming the expectation of the process according to the early progress of activities, reflecting the activitiesby the students, evaluating the process based on multi-disciplinary information, analysising the future development needs and proposing new requirements of activities.The final stage of Promotional Evaluation is the evaluation of the results of the meeting, which includes two steps:analysing the development results according to the targets of the classroom community meeting, forming new targets of the classroom community meeting based on the needs of the students.The practical research shows that, the Promotional Evaluation of secondary school classroom community meetings are good for the building of Democratic Classroom Community and training the ability to explore independently and improve the quality of their life practice of the teachers' and students' in the classroom.
