From The Perspective Of Public Administration To Study The Urban Community Management Model

Building of urban communities is the inevitable requirement of the city's economic and social development to a certain stage, with the establishment and development of the socialist market economy, as well as the deepening of reform and opening up and modernization of the rapid urban development, status and role of the urban communities have been profound changes. The "unit" attribute of the society members has gradually diminished, a large number of "people of units" change to "people of society", and mobility of the social population increased, there is an urgent need to find a new management model.First of all, this paper analyzes the relevant concept of the management model of the urban community. In order to better reflect the nature and characteristics of communities, the author definite the Community as:consisting of the resident population which live in a certain geographical area,with the relevant interests and the internal interaction relationship between the regional and social life of the Community. The Community Management will be defined as:the various agencies, groups or organizations of the certain communities, in order to maintain the normal order of the community to meet the material life,cultural life and other specific needs of community residents, using the human,financial and material resources of the community to do a series of self-management or administrative activities. And this management needs through a variety of systems,means,methods and other elements to implement management objectives, these organic combination of elements is called the Model of Community Management.Secondly, analysis the management model of urban communities in our country. The Paper describes the community development and construction,the change of the urban communities model on different stages. According to the current status of community management, From the differences subject of the community management activities, the community management model will be divided into three types:government-oriented management,service-oriented management community,self-management community.Finally, the paper analyzes the community management model in Hohhot. Based on the analysis of Hohhot Status of community building, put forward the proposed options and perfection of the community management model in Hohhot. The author believes that:the ideal model of community in Hohhot is the comprehensive revamps to the current "hybrid" mode in Japan and the autonomous organizations model in Spring River District of Shenyang. As the government-led combine with the self-management of community residents the leading thought, according to the guidance layer of government and community self-management level to do model design. Community management subject change from the single model (government) into the diversified (government,community organizations,other non-profit organizations,area units,residents), community building should be conversed from the administrative control to the democratic consultation, organizational system should be conversed from the consists of hierarchical structure into the vertical horizontal network structure. The relationship between the management and service should be conversed from the attachment and shelter into the trust and reciprocity.
