Community Management In The Government's Actions In China : Problems And Countermeasures

It is the hot topic which the academia has been paying close attention to all the time from the day when community management germinated about defining government's conduct in community. Our government has made phased progress in advancing the development of community. Government behavior has fade out the field in community and is in the developing period. As the Sponsor and pusher in community development, government involved community issue excessively, so it's macroscopic guiding function can't been played effectively. On one hand government's authoritative foundation has been influenced, on the other hand the social function of community has been suppressed, which influenced the process of community development.Government behavior, market behavior and social behavior are different from function, so the positions of government , enterprise and community organization in community management are different.On the basis of analysing the government behavior function and characteristic in three kinds of foreign community management modes, it examined the practice system of government behavior under different background and different national system so as to gave good advice for defining our government behavior in community management.Because of the deviation of government macroscopic development strategy, the disappearance relationship between government and community and the improper operation of government behavior, government function as sponsor role and leading function are difficult to play. The traditional administration controlling idea, the imperfection of politics system, the bad law environment and the lagging consciousness about community management are the deep origin that cause government behavior function invalid.Under the guidance of the idea of the " harmonious community ", it examined the rationality of government behavior and set up a kind of new mode of government behavior. Through making scientific community's planning, reconstructiving a new-type relationship between government and community, optimizing the way of government behavior, so as to reach the cooperation and coordination between government and community and make the government really accomplish the harmonious administration of " doing some things andleaving some things undone " in community management.
