The Research Of Influence And Regulation Of Interest Group Over Our Governmental Public Policy Making

With the continuous deepening of reform and opening, and the continuous development of the socialist market economy and democratic politics, the state and society relationship in China has entered a crucial period of transition. The most important and profound changes in transition period are that the social structure has been developing from traditional unity society to modern heterogeneity pluralistic society, diversification of social interests, and complexity of interests pattern. Now the phenomenon that more and more interest groups become active in public life, and have an important influence public policy has an impact on the process of government policy which is a reality can not be ignored.There are both positive and negative effects on the formulation of public policy for the existence of diversification of interests and interest groups. This dual impact makes that the objective existence of interest groups must be paid attention to during formulating public policy. China is still in elementary stage of socialism, the overall development of interest groups are still faced with many contradictions and problems, there are some drawbacks and the development of interest groups is still relatively weak compared with developed countries, but with the gradual development of interest groups in China, it will have a growing role and influence on the formulating of public policy for social and economic.This paper is divided into five parts. The first part mainly explains the definition of interest group, interest groups theory are also reviewed and evaluated in this part; the second part explains the background of the interest groups formulation, describes the characteristics and development trends of interest groups, and reveals the necessity of impact of interest groups on the public policy formulation in China; the third part explains the positive role and negative impacts on public policy-making by interest groups in China, and its negative effects are also analyzed; the fourth section describes the impact mode and regulation of foreign interest groups on public policy formulation, relevant experience and enlightenment are drawn from; the fifth part, the part of countermeasures, is the focus of this paper. Feasibility of countermeasures was proposed based on analysis of the negative impact of interest groups during the public policy-making in the front parts, so that the positive role of interest groups was strengthened, meanwhile its negative effects was inhibited during the formulation of public policy.
