On Interest Groups Affect Policy Process With Contrast Angle

" There is an interest group and the influence of public policy for interest group in any society, any period, any country." It is a long-time existed political phenomenon and develops extremely, based on variety mutual interest as a bond and with the rapid development of social politics and economy. It’s one of significant analytic target in the modern political system and also an important form for joining social politics by many western society groups and civil. Due to the various reasons, such as increasingly diversified development of economic and social structure, the social class differentiation, constantly increased interest conflicts and the emergence of various political demands, etc., all these result in the interest group has a feature of the diversity and complexity. In western countries, especially in America, the supervision for Public Policy by interest group is the important part of that in public policy. As for the study of interest group, it is more systematic and comprehensive. However, this is a litter late in china, not only in the study for the supervision for Public Policy by interest group, but also in the supervisory models and functions. Therefore, compared with that of America, learning from foreign experience has important implications for the supervision for public policy by Chinese interest group.Based on the understanding related theory of the interest group, through analysis and comparison of the difference between the supervision of sino-us interests group in its value orientation, the main body, the different ways and means to express interests, and combined with China’s basic national conditions, this essay discuss the supervision method and the function of interest groups, how to strengthen the participation and supervision function of China’s interests in the process of public policy.The frame structure of this paper includes the following introduction and four parts:Introduction:It is research status that selected background and significance of the paper, the effects of interest groups on the policy process at home and abroad, the structure, ideas and methods, the innovation of the paper.The first part:It is state that the definition, characteristics and categories of the interest groups. The second part:Setting the interest groups of china and United States as an example, the comparative analysis the effects of interest groups in the policy process, the comparison of the political cultural background and regulation of China and United States, the compare of the object, way and supervision of the influence on public policy.The third part:It is widely different after comparative analysis of the influence of the interest groups on the policy process. This paper based on the real estate policy formulation, implementation, monitoring and evaluation these four aspects influenced by Chinese real estate the interest groups to make case analysis.The fourth part:Through the analysis above, we receive the influences of the resources and strategies in the policy process which the interest groups joined. And summary of the current Chinese interest groups in the process of policy positive and negative influence put forward strengthening Chinese interest groups of the positive role of public policy and the impact of countermeasures:Firstly, correctly handling the relationship between interest groups and public policy making, providing positive and effective expressing channels of interests groups. Secondly, building effective mechanism of balancing and adjust the relationship among various interest groups.Thirdly, we could guide participation and supervision functions of interest groups in public policy in our country.
