| Since the rapid development of information technology applied in learning, E-Learning was born and then sweeps the globe. In this article, E-Learning is the process of psychological development through the interaction of people and digital environment. Preliminary investigation and literature searching reflect E-Learning affecting cognitive development, including promotion (positive effect) and inhibition (negative effect). In this article, Cognitive Development is the development of body's instinct which was directly depended on to understand the world. However, the study on E-Learning generally falls into mistakes using technology to promote learning one-dimensionally nowadays, while ignores the negative effect of E-Learning, and there is lack of empirical support even if any negative effect was thought.Therefore, this article is based on literature searching to study whether there is any effect and what is the degree of E-Learning on Cognitive Development through empirical research methods. Then it tries to identify the potential risk of E-Learning on Cognitive Development based on literature review and Risk Meta-language theory, and discuss the reason and strategy from the perspective of conflict and adjustment. In this article risk is uncertainties that could affect objectives, including the positive and negative with the features of degree and frequency.Primarily, this article is based on literature searching to verify that there is any effect of E-Learning on Cognitive Development with postgraduate through empirical research methods which are sample by facilitate sampling, and it shows that:1. There is validation that the effect of E-Learning on Cognitive Development exists in graduate both positive and negative effect; 2. There is great degree of effect of E-Learning on Cognitive Development in graduate, including the lowest score of positive effect is 0.30 and the lowest score of negative effect is 0.44.Furthermore, it tries to identify the potential risk of E-Learning on Cognitive Development based on literature review and Risk Meta-language theory, and discuss the cause and strategy from the perspective of conflict and adjustment, and it shows that:1. E-Learning is at risk on Cognitive Development that, the display monitor, headphones, search engines, hyperlinks, multimedia, virtual networks, the interference, entertainment, diversity, randomness, modification and repeatability of information may inhibit the development of various aspects of cognitive, and the multimedia, the diversity, richness, timeliness, vividness and modification of information may promote the development of various aspects of cognitive; 2.The root cause of the risk of E-Learning on Cognitive Development is the conflict between them, and the theory of Adjustment and Zone of Proximal Development may provide a little inspiration.In short, there is great degree of effect of E-Learning on Cognitive Development, including positive promotion and negative inhibition, and thus poses risk of Cognitive Development.
