The education, especially the PE education, for the disabled students is necessary and difficulty for all regular institutions of higher learning nowadays. With the gradually expansion of enrollment, the number of students in colleges and universities is increasing and also the number of the disabled students at the same time. This demands that the health condition of these students must be improved, and the PE education for the disabled students is also the irrefutable responsibility of higher education. This article uses the methodologies like documentation researching, specialist interview, questionnaire, and mathematical statistics, studies the feasibility of populizing swimming class in the normal colleges and universities in Changchun, gives the implementating suggestions of developing swimming class from the aspects of teaching content and teaching techniques, and gets the following findings:(1) The teachers who are teaching the disabled students are almost part-time teachers while the full-time teachers for normal students, which means that there is no enough teacher group only responsible for teaching the disabled students and these teachers mostly master little psychology knowledge of the disabled students. So there is a need to strengthen the fast building of the team of swimming teachers which are only for the disabled students. For the teachers already in service, they should get more training. On the other hand, the graduates who learn Special PE Teaching are in shortage, and their learning of special education knowledge should be strengthened. Actually, the education backgroud of PE teachers in the colleges and universities in Changchun could satisfy the current need, and the following education should be realized by teachers'advanced and further education.(2) There is no swimming teaching material and teahing standard for the disabled students. The swimming teaching techniques to the disabled students should be reasonablely improved. The teaching process should involve the highly sense of responsibility to remedy the defects.be interesting and safe, combine learning and practice, and associate with knowledge teaching and social ability at the same time. To consider and v evaluate the learning result of the disabled students, the physique and health should be reflected objectively, the basic requirements of teaching should be satisfied and more motivation should be given to students in order to achieve their target.(3) The PE activities of the disabled students are affected by many factors:the weakness in health, low health awareness and psychological pressure are the internal factors; excerising place, equipment, suitable projects, and the teaching and organizing work are the external fators. Because of the health condition, personal economic condition, traffic, too much caring from family, and other factors like service condition, the swimming activities of the disabled students are restricted on some level.
