Personnel training, scientific research and social service is the basic functions of the university ,the local university has the radition and characterister of "run in localplace " and "service for localplace ",it has a natural relation to the local economy, the local industry and the local society. In today's world,science and technology is the main competition among most countires. In the background of "rejuvenating",the university as a technology innovation and technology communication, must bear the unshirkable historic mission for servicing technology . As the development of social market , the economy of Hebei province is developing qukily, but the technology service function of university has not been fully played. So promoting the establish of technology service system depends heavily on the technology service ability of Hebei university, and the analysis of the current situation and problems as to science and technology service of Hebei province is valuable.《Thecollected materials of statistics data about university and college science and technology》published by Science technique department of Ministry of Education is the paper'sfoundation.The statistics data between 1996 and 2005 years is the paper's basis.The paper makes use of lengthways comparison and horizontal comparison to research Hebei high school's scientific and technological creative ability from three faces: university human and funds, university research and development institutions and subject, college academic exchanges, college patent and technology transfer . Thus we can know there are the Hebei province universities in the technology service, there are a lot of shortcomings, and combining the actual conditions of Hebei province of Hebei province, and puts forward the development countermeasures of university sci-tech service.This study is divided into four chapters.
