Progress in science and technology is an essential requirement to enhance the comprehensive national power, and its speed and breadth have a profound impact on a country's economic and social development process. Innovation is the source of scientific and technological progress, and the innovative talents of science and technology are the key to improve the ability of independent innovation. Since the reform and opening-up, the scientific and technological strength has increased rapidly in Hebei, but significant difference still exists compared with advanced regions, and the incompatible contradictions with its own economic development are still quite pronounced. Therefore, by conducting calculations, analysis and evaluation on the competitive power of innovative talents of science and technology across the provinces and cities in the country, the strengths and weaknesses are found in Hebei Province in comparison. And that is important to make the rational development strategy of innovative talents of science and technology in Hebei Province as well as determining the point and difficulty of the development of them. Further, it will promote the economics to develop sustainably and healthily in Hebei Province.In this paper, the relevant domestic and international theories are discussed firstly about the evaluation on competitive power of innovative talents of science and technology. And based on that,the author illustrates the meaning of innovative talents of science and technology and the factors that impact its growth;secondly,with scientific and technological talent evaluation principles,the paper constructs an evaluation index system about competitive power evaluation of regional innovative talents of science and technology which including three major modules,seven factors and seventeen indicators;further,according to the evaluation objectives,tasks and the particularity of the object,the content and procedure of the evaluation are clarified,and the evaluation method of competitive power on innovative talents of science and technology is identified, namely, expert evaluation method. The author collects information from the relevant experts to obtain index weight coefficient material,and determines index weight coefficient by arithmetic average method. Using the improved efficacy coefficient method, the author makes non-dimensional treatment on the indicators. Then according to the relevant data, the competitive power of innovative talents of science and technology is measured comprehensively with the linear integrated approach, which includes the country's 31 provinces and municipalities in 2006 and 2008. Then under the measure results,the general situation of innovative talents of science and technology, each module and the differences with advanced provinces are analyzed comprehensively, concretely and systematically, which points out the strengths and weaknesses of the competitive power in Hebei Province;Finally, the writer indicates that the difficulties of building innovative talents of science and technology lie in six aspects in Hebei Province, including the backward education system, the imperfect talent management system, the laggard basic conditions for scientific research, the backward development in science and technology medium and the deficient environment for innovation. The causes of every aspect are analyzed, then the paper puts forward five measures to enhance the competitive power of innovative talents of science and technology in Hebei Province.
