Graduate Education Cost-sharing Mechanisms And Tuition Policy Research

It's known to all that the investment on knowledge and technology is the important factor to keep developing of economy and improve standard of living. High speed development in China exact more talents with much knowledge and technical skills, so transnormal development of graduate education is objectively required by economic growth in China. But the government can't endure more with day by day increasement in requiring for education expense and allowance, and many countries also face such situation besides China. At the same time every country are actively exploring ways and approaches to share the graduate education cost widely. Full-scale charge of graduate education cost is the necessary choice to extend China education scale and ensure the graduate education quality.The paper begins with the past and present development situation of China graduate education and then analyses the inevitability of sharing the graduate education cost. It introduces evolvement of the sharing education cost mechanism and the tuition policy and compares the sharing mechanism and tuition policy with different countries at different time. It also introduces and analyses some important theories of sharing graduate education cost mechanism and the tuition policy, with the current research results and from economics and demotics viewpoint it concludes the payment capability rules and profit capability rules of sharing mechanism which is to conduct establishing the policies of tuition and investment of education.By analyzing the domestic and overseas scholar research results and the current status, it definitely points China graduate education cost is shared by four principal parts: government, school, individual and society. With some important theories of sharing graduate education cost, it concludes the theory of sharing the graduate education cost by the four principal parts and explains their functions and roles and the relationship of rational choices under interaction between them. Basing on these, it constructs the mechanism model of sharing China graduate education cost. From analyzing the current graduate tuition policy and charge standard and combining with the theory and experience, it also puts forward the future full-scale charged tuition policy and execution blue print. The last part demonstrates the scientific and feasibility of the sharing mechanism model of education cost and construction and execution blue print of the tuition policy by analyzing real data with the rules of payment capability and profit capability and combining the suggestions and opinions of graduates at school, teachers and the outside people. The real data are got from questionnaire, visiting and analyzing individual case in X X university.
