With the development of learning theory, people paid more attention to the concept of learner-centered in the process of teaching and learning, intelligent tutoring system as a typical web teaching system, also made a lot of research results by using many new thinking of ideas and technical means. However, there is still weak point in guidance, intellegence and interaction of system.Web2.0, as a new era of internet, with its ideas of radical decentralization, participation, sharing, collaboration, , has brought new things for designing of intelligent tutoring system(ITS). SNS, RSS, Tag, wiki, Masshup, as the representative technologies of web2.0, give a favorable support for ITS, by these, the ITS can do better in interactivity, sharing, openness, autonomy, collaborative and so on .Under the direction of the humanistic theory, self-learning theory, data mining, knowledge representation and dynamic evaluation, we apply the new technology of web2.0 to intelligent guidance system, and go into the system core issues such as how to integrate web2.0 with ITS, learner modeling, knowledge representation, database of ITS, the production of the system rules, and the evaluation function, and then we design a system with individual learning module, SNS community-based collaborative learning module, and branch guidance module. Among them, individual learning module is the private space of learner which records the personalized information during learning process; In SNS community-based collaborative learning modules, learners can easily find partners to form a learning community by using web2.0 technology, so that learners will develop problem-solving abilities in collaborative learning process; branch guidance module will provide a suitable learning programme for different learners according to their performance and the personalized information in learners'model.Finally, in order to get the performance of the system, we use Kirkpatric's effect evaluation model, and get a evaluation program to guide the use of the system.
