Education is not only an important content of manpower capital, but also an important method to raise the labor productivity,to increase the individual education income rate,to promote society humanities development and to make the economy grow. Because of its obvious externalities, the Secondary Vocational Education becomes the key public goods supported by national fiscal. In a whole world view, the Secondary Vocational Education investment will be the guarantee of education investments in no matter the developed country or the developing country.Education equity is the foundation of social justice. A comprehensive, coordinated, sustainable and scientific concept of development should be established,with the pursuit of a fair as the main objective and fair rules of education. Along with the increasing shortage of professional techonoloty talents, more and more concern is receives by Secondary Vocational Education, which aims at education. In recent years, Secondary Vocational Education in China has made a considerable development and obtained brilliant achievements. However there are still some problems and contradictions in the field of Secondary Vocational Education. To achieve the task of modernization of Secondary Vocational Education is very arduous. As the quasi-public Secondary Vocational Education products, the government must bear the primary financial responsibility. Therefore, it is necessary to bring forward a set of perfectly fiscal support countermeasures to promote Secondary Vocational Education fairness.Based on former researches regarding the improvment of the Secondary Vocational Education equity, this paper analyze several related fiscal investment problems of the Secondary Vocational Education. First of all , the education fair was analyzed theoretically. Author elaborates the meaning of education fair,the meaning of the properties of Secondary Vocational Education and Secondary Vocational Education fair, the main suppliment of Secondary Vocational Education and the path of financial intervention. The paper creates a theory platform for the theory research, and then it analyses current unfairness of higher education.In addition, the paper proves that the fiscal education input has essential influence to Secondary Vocational Education fair by regression analysis method,and highlights the crucial position of government in the process of promoting the Secondary Vocational Education fair. Within the framework of public finance, regional gap and sector gap must be clarified,to make the government's financial responsibility clear. Moreovoer a standard transfer payment system needs to be established and the poor students funding system of higher education needs to improved. As a conclusion, on the basis of the enlarging in the fiscal investment of the higher education,the author forms government as the main financial, social, family burden and law established to promote higher education equality in the financial system.
