The theoretical research and practical exploration of school-based curriculum development is a hot issue in current Curriculum Reform of Basic Education. School-based curriculum development can not only reflect the educational philosophy of a school, but also is an effective way to promote school curriculum culture construction and finally to form a special cultural characteristic of the school. From an educational philosophy perspective, this research chooses primary school A of Lanzhou as a case to examine the development and implementation status of school-based curriculum in this primary school.This research explored the connotation, meaning, value orientation and subject of school-based on the analysis of related journals and books, and then formed the expected situation of school-based curriculum development. The exploration of school-based curriculum development is a continuing, active process, using the teachers and students as the subject of curriculum development. The aim of school-based research and make teachers as researchers, to boost every school to build their own characteristic curriculum culture, last but not least, to promote the students'special, personal, and all-round development.In the primary school A, there are top-down school-based curriculum resources development activities named Life·Lifehood·Society and also bottom-up school-based curriculum implementation named Elegant campus– extracurricular reading. Through empirical study it is found that in these two types of school-based curriculum development and implementation, there are imbalance of power and rights in school-based curriculum development, manifesting in the unlimited expansion of power in education but also the transgression of the right in education. Second, conflict between school-based curriculum development and evaluation mechanisms of school teaching. There is the tendency to institutionalize the school-based curriculum, and also simultaneous implementation of school-based curriculum and compulsive would make the school-based curriculum development as an extra workload.In the end, the research raises suggestions to the order reconstruction of school-based curriculum development: the strategy to ensure the coordination of power and right in school-based curriculum development should be the value to construct educational order liberalism, adhere to the democratic principle of school-based curriculum development, so it's necessary to establish a school-based curriculum development community. From the value demands for education's returning to life, the school-based curriculum development with a real significant curriculum reform meaning should be a school-based curriculum implementation with a bottom-up"grassroots"type.
