Quality education, a result of educational reform, is the mainbody of the subject education. The theory framework and practice pattern have been preliminarily founded after several years of research. However, the imperfect educational evaluation system prevents quality education from improving. It is a necessitous task to set up an educational evaluation system whose goal is to cultivate students' quality with harmonious. Learning evaluation is an important aspect of the educational evaluation. It is demanded that we should respect students, attach importance to individual differences, embody subject status and encourage initiative development.Learning states, with respect to learning process, are determined by intelligence states, which are adjusted by nonintellective factors. The intelligence states are determined by the factors of hereditary predisposition and acquired cognitive ability, both of which are interrelated and interact on one another. The methods of statistics and fuzziness are not enough for the evaluation of learning states. Thus a new method is-needed to describe and evaluate learning states objectively and all-sidedly.With the development of the quantum theories, quantum methods show superiority in micro-fields. Education phenomena show someanalogy to the quantum world, as a result of which the quantum methods are adopted for the study of learning states. Based on the assessed methods of learning evaluation, this thesis adopts the theories of pedagogy, psychology and quantum theory. ?A quantum model for intelligence is proposed First, we take into account the two subcategories of the hereditary predisposition and cognition ability. Then we divided intelligence states into A, B, C, D, E and F states. If 1Q refers to the hereditary predisposition and SQ to cognitive ability, then A refers to high 1Q good SQ, B to high 1Q general SQ, C to high IQ bad SQ, D to general IQ good SQ, E to general IQ general SQ and F to general IQ bad SQ. Thus the students' intelligence states can be described as follows:The probability distribution and the relation between IQ and SQ are described by density and entangle measures.?Learning states were evaluated by the new quantum model. The value orientation of the modern educational evaluation is the harmonious development of personality. We make sure the standard for learning evaluation is the ratio of SQ to IQ, and use the quantum model for intelligence states to analyze the learning stales.Not only the method of learning evaluation will reflect intelligence factors but also the relations between them will reflect the effort and attitude when students are studying. It is evinced that a high IQ student isnot sure to have good learning states, and an average student is not sure to have bad learning states. Perhaps not every student can make an excellent learning score, but every student can have a good learning state. This conclusion has the active effect to students; for example, it can embody students' subjectivity, relieve psychic tension and strengthen learning self-confidence. Meanwhile the method we have adopted also apply for other education phenomena which are determined by two or more factors, and it has significance for extending the methods in educational research, gaining the methods communication.
