With its contribution to the development of polities, economy and culture of society being increasingly obvious, the problem in equality of opportunities of education has being more and more concerned by every nation and state. It has been the hot point in studying the democratization of education, and necessary means in implementing equality of society. This thesis, beginning with the concept and its evolution of the equality of opportunities of education, discusses the conception in the view of education sociology, education politics, education economics and education philosophy, defining its conception and category. We propose that the equality of education should contain two contents-the equal right of education and equal opportunities of education, the former of which is based on the social system, the latter of which is based on the level of development of productivity. We point out that the equal opportunities of education should consist of the equal opportunities of entrance, the equality of process and the equality of result.First, we discuss and analyze the status in quo of equality of opportunities of elementary education in China, pointing out the following statuses:1.The inequality in opportunities of entrance, which is mainly embodied in children in the poor areas, especially in girls.2.The inequality in educational process, which is mainly embodied in two aspects, i. e. the inequality of educational condition and the inequality treatment in educational process.3.The inequality in educational result, which is mainly embodied in the unequal opporturity in obtaining employment and the unequal opportunity in entering higher schools.Secondly, we point out the following causes that lead to the present situation of inequality of elementary education in China:1.The imbalance of economic development in different areas that leadsto the imbalance of collocating resources.2.The outdated traditional idea of valuing male while disvaluing female is the main cause of unequal opportunities of education of girls.3.The incline education policy that causes the imbalance of collocating resources and the unjust policies that cause the unequal opportunities of education.Thirdly, aiming at the causes that lead to the unequal opportunities of education, we propose the following solutions:1.The education investing should be inclined and favoring to poor and unadvanced areas, especially to the remote and minority areas.2.Speeding up the construction of lower-level schools, balancing condition of all schoolLs of compulsory education, implementing the equal principle in running a school.3.Strengthening and encouraging the education of girls, providing preferential policies to girls in poor areas.4.Strengthening adult and cadre education, elevating their understanding level.5.Elevating the quality of teachers, especially in areas of lack of teachers.6.Reforming the recruiting systems of higher education, balancing the recruiting proportion among the urban and the rural, and different areas; completing the I)OlicieS and rules of recruiting students of higher education: eliminating corruption which occurs in recruiting students of higher education.7.Establishing the help-and-assisting relations between schools, strengthening teacher-assistance activities to poor-and-unadvanced areas, founding the projects of learning and teaching assistance.8.Practicing the resource sharing policy, reasonably opening some resources of advanced areas to the remote and poor areas, establishing the special areas of education supporting.9.Recognizing the difluence of middle school students, reinforcing the vocation education; completing the system of employment ensuring.10.Constructing and completing the system of race educational policies and rules, which make the policy of educational assistance to minority andiiremote areas of our nation integrated, persistence and efficiency.11.Speeding...
