With the rapid increase and development of nongovernmental kindergartens, how to regulate and manage them by scientific policy and reasonable administrative methods is becoming the problem that urgently need to be solved in the practice of pre-school education development. Being motivated by the consciousness of the problem, the thesis attemps to start from the policy of education system which most relates to the macroscopic development to form an ideal mode of the policy of the nongovernmental pre-school education system. The research conducts on the basis of absorbing the theory of the eduacational policy and in accordance with the reality of the nongovernmental kindergartens in order to offer an optional plan for the government to design the development of the nongovernmental kindergartens.Firstly, the thesis explains the author's understanding about the concept of the policy of nongovernmental pre-school education system, which not only absords some opinons of the relative theories, but also includes the author's own special opinons. Secondly, it analyses the present policy by the information from the inquiry and from the documents, that is to say, it generalizes the material first and then analyse its characteristics and the results of implement. Thirdly, the construction of the ideal mode is the core of this thesis. On the basis of the former two parts梩he explaination of the theory and the discovery of problems, the author discusses the found mental value concepts, concrete contents and the conditions of making and implement of the ideal model. Besides, according to the defects of the present policy, the paper also issues some new supposes. We can't conclude that all of the supposes will play active roles in the practice, but they are the results of hard research and independent thinking at all. They are meaningful to the exploration of the development route for the nongovernmental pre-school education, which is also the ultimate aim of the thesis.
