Chairman Mao has been said, "Policy and strategy is the life of the Party ".As the most important part of the educational policy, teacher educational policy is the life of the education development. Nowadays, at the important turning point of the social transition, the role of the education especially the role of the teacher education shows the notable significance, so research on teacher educational policy is getting urgent and necessary.Based on the horizontal aspect of the formulation,enforcement and evaluation of teacher educational policy, the vertical aspect of the changes of the value orientations of 30 years development of Chinese teacher educational policy, the thesis will analyze the value of Chinese teacher educational policy in details. After reading it,people can understand the value orientation and the actual result of teacher educational policy over the years, get successful experience accompany with some lessons for the later formulation,enforcement of national teacher educational policyExcept for the preamble, the thesis can be divided into four parts.The first part retrieves Chinese principal teacher educational policy texts after reform. The thesis at first introduces the approach of coding research,then select the first,second and third code by the contents of the nine Chinese teacher educational policies,then preliminarily extracts the value elements from the aspect of the main body,the value objectives of the main body and the methods and means of the teacher educational policy.The second part analyzes the changes of the value orientations of Chinese teacher educational policy during the formulation of the educational policy. Because teacher education took place of normal university in the late 1990s, the value orientation changed from socialized orientation to human-oriented orientation,the value analysis of Chinese teacher educational policy was divided into these two periods on the basis of the value elements above, and the thesis also analyzes the necessarily of the changes of the value orientation from the policy environment of the changes of the value orientation, including international teacher education developing trend,Chinese society development demand,the specialized of teacher's education, the lifelong educational concept and human-oriented science development view.What's more, the evaluation was carried out and some value diverge appeared because of the neglect of human-oriented during the formulation.The third part evaluates the value validity of Chinese teacher educational policy changes during the enforcement of the educational policy and shows the achievements and problems.Many teacher educational policies can be efficiently carried out but some cause value distortion also because of the neglect of human-oriented during the enforcement.The fourth part gives some policy advice on constructing reasonable value orientation teacher educational policy and at last new laws and regulations are demanded to be established.
