With the quick development of the new technology revolution and the arrival of the knowledge-based economy, the contradiction between limited study time of the college students and the speed of the knowledge renewed has become more and more striking, that requires college students should regard the learning to learn as the basic target of the university period. Mastering scientific learning strategy is the key to the learning to learn, therefore a study on the learning strategies of the college students' is of great theoretical and practical significance. In order to promote the college students to study effectively and achieve the education target of the college, students are suggested to master the learning strategy.Learning strategy is a kind of operational system by which students can effectively master the study procedures, tools and methods to promote the quality and efficiency of the study on the conditions of certain situations, study tasks and general rules . Based on the view of comment on the research situation of the foreign countries, relative scales and the current study of our country, the paper is based on a college students learning strategy theory. It can be divided into four kinds: cognitive strategy, metacognitive strategy, emotional strategy, and resource management strategy. On the foundation of open paper, we make up a close test paper of college students' learning strategy gaining a factor analysis on testing results, extracting the following four factors successfully which agrees with the theory, so the reliability and validity of scale and subscale show the satisfactory level.Using the college students' learning strategy paper, we have tested 364 college students to make a tentative study on the relationships between learning strategy levels and grades, sexes , majors. The test shows: 1) The total learning strategy level of college students doesn't rise in accordance with the increase of their grade. 2) Cognitive strategy level and resource management strategy level of the fresh college students are lower than the other grade students, but metacognitive strategy level and emotional strategy level of the fresh students are higher than the other grade students. 3) The total learning strategy level of girls is higher than that of boys. 4) Cognitive strategy level and resource management strategy level of the liberal art students are significantly higher than those of science students.According to the research results, four pieces of suggestions for fostering learning strategy of college students are presented: 1) Teaching the knowledge of learning strategy. 2) Transforming the method and content of teaching in classroom. 3) Fully bringing the students as the main body into play. 4) Encouraging students to take part in the social practice.
