The 21st century is an era full of challenge and opportunities for the Chinese Nation. In this century, China would meet the demands of the knowledge economy, implement the strategy of Science-and-education promoting national development, and finally realize the great rejuvenation of Chinese people, to fulfill which the quality of people and the national creativity urgently need promoting and this is closed related with education development in China.Nowadays, many countries are trying to increase their education allocation by multi-channel means. In China, since the implement of reform and open-up policy, there are tremendous improvements in education investment policy, however, serious problems still exist concerning the shortage of financial support and ineffective distribution of educational budget.Higher vocational education, as a special education for personals for technology application and management, has become a vital element to stimulate the economical development in these developed countries. However, it is heavily lagging behind, to which severe financial shortage attributes most in China.In this paper, by exploring the financial source of American community college, the author is trying to shed some new light on the reform of the financialsource of higher vocational education in China.By tracing the historical change of the financial source of American community colleges and comparing to other public colleges and universities, the author has concluded that the local governments invest more heavily on American community colleges than the federal government does. Then, the author tries to explore the elements forming the current situation of the financial source of American community colleges from the following perspectives: economy, population, the guideline for higher education, law and managerial system. Following that, the author argues that though there are-big differences between China and U.S., the economical condition of China's developed areas is to some extentssimilar with that of U.S., therefore, China may learn from U.S. in terms of higher vocational education, especially in the following aspects: a) increasing governmental allocation, local governments in particular; b) optimizing the standard of tuition; c) improving bank loaning for higher vocational education; d) strengthening the cooperation between colleges and society.At last, the author has pointed out that the higher vocational education is affected by many factors, and financial source is only one of them. Still, the author claims that by studying the financial source of American community society, it would definitely promote the development of that in China.
