After World WarⅡ, American higher education had experienced a period of promptdevelopment. Although the cost and tuition fees of higher education went upwardly, it didnot have any effect on the enrollment rate because the financial aid system of highereducation has played an important role in the development of American higher education.Any improvement of a system and any formation of policies are inseparable from thechanges of philosophies. A funding philosophy is the product of the social development ofa certain age and a certain level, which embodies people’s understanding towards the socialeconomy and the development of higher education for each period.Based on the analysis of transformations of philosophies and their relevant policies,the author tries to discuss the changes of financial aid philosophies and policies ofAmerican higher education. It can not only make readers have a clear picture of thephilosophies and policies in the history of American higher education, but also play apositive role in promoting researches in developing countries deeply.
