It is true that the world economic changes more and more fast and the knowledge economic have begun to show itself from 1990's. Many nations and enterprises try their best to attract talent because they convince that the talent is the key of international competition and it is the most important resource in new economic. With Chinese innovation of market economic gone deeply and the system of talent competition introduced, many excellent talent of Chinese college unhesitantly go aboard or enter into big enterprises especially into MNCs(multinational companies). To a great extent, the management of human resource of college determined how to keep talent, how to bring up talent and how to elevate the academic rank of college. Unfortunately, the management of human resource is malpractice at Chinese college. The Chinese college should been guided by proper theory and method to practice management of human resource.In this dissertation, author brings forward a new theory and method to practice management of human resource in college after author investigated the relationship between the theory of management of human resource cost and theory of benchmarking. Author establishes an analysis system of benchmarking element and establishes a measure method of benchmarking in detail through deliberately think over the aspect of management of human resource cost. This analysis system and measure method can be greatly guide Chinese college to practice management of human resource. The most important is that this research result, the analysis system of benchmarking element and measure method of benchmarking, fill up the gap between theories and application in field of management of human resource in Chinese college.In order to describe how to used the above analysis system of benchmarking element and measure method of benchmarking in college, a case was analyzed for improving management of human resource and for making decision of human resource in college. In this case, university of Shantou is an excellent university and it is a benchmark of management of human resource. University of T is an organization to desire to improve its management of human resource.
