In the 1970's there was a completely new learning theory of class-the Theory of Mastery Learning made by B. S. BLOOM, a famous psychologist in education and expert in course in America. This theory was introduced into our country around 1986 , and it suited our need in greatly improving the teaching quality because of carrying out the nine-year compulsory education .So it spread rapidly and made a worldwide effect. But this theory was mistaken when it was introduced, brought in , transplanted, even put into practice , so it was not as popular as before. There are two reasons in it, first, education for exams is still firm in middle and primary schools in our country; second, we didn' t guide correctly the Theory of Mastery Learning's application in our middle and primary schools. On this analysis, and after the brief introduction to the theory's content, I try to probe into the theory's application's adaptability , reasonability and feasiblity with the background of quality education. By the brief analysis of aim teaching, dividing teaching, success teaching and appreciation teaching etc. , I more clearly know the Theory of Mastery Learning in our middle and primary schools' active meaning ; pose a point -"The Theory of Mastery Learning is an effective way and method in carrying out the education for Quality in our middle and primary schools '' ; and point out the corresponding conditions in which the Theory of Mastery Learning is applied in middle and primary schools.
