In nursery education, kindergarten and family have their own functions and can't substitute for each other. Neither of them can accomplish the task of nursery education. The harmonious development of infants needs their cooperating and supplementing. The policy of relationship between kindergarten and family is made for the purpose of adjusting the functions and status of them two in nursery education. It is important for guiding the contact and interaction between kindergarten and family and regulating their obligation and act in nursery education. This dissertation tries to find out the transition of the value concept of decision makers on the basis of researching the development and evolvement of the policy and its characteristics, then put forward the revelation and suggestion so as to further perfect this policy and to provide theoretical reference for the decision makers.This research includes four parts.First part, the definition. In this part, this article firstly analyzes the definition of policy, educational policy, and the policy of relationship between kindergarten and family. It also explains that the policy of the relationship between kindergarten and family is the distribution of interests between kindergarten and family. Second, it demonstrates that educational policy is the course of initiatively selecting under the guidance of certain theories and value concept. So policy must involve value. Then it analyzes value and value analysis of policy. The value analysis of policy is to demonstrate the decision maker's value concept, which reflects his cognition and understanding of policy and change with the developing of society.In the second part, it reviews the course of development and evolvement of the policy of relationship between kindergarten and family since 1978 from four aspects and three periods of time. The first phase is from the late 1970s to the middle 1980s. The location of kindergarten considers the convenience of parents and their children. The purpose of the connection of kindergarten and family is to educate children and guide parents. The content of contact considers intercommunication between the two. This policy calls for the regularity of contact and diversification of the way of contact. The second phase is from the late 1980s to the beginning of 1990s. The location of kindergarten and recruit further consider the convenience of parents and children. The purpose and content of contact is more concrete and delicate. The policy sets up a systematic procedure of contact Kindergarten and parents school guide family education together. Kindergarten sets up parents association in order to strive for the outside's support. The third phase is from the middle 1990s to the present. In contrast tothe former phase, the purpose and content of contact and the institutionalization of contact have not changed. Only the "kindergarten can set up parents association" is changed into "kindergarten should set up parents association". With the transformation of socialist market economy and enterprise operating system, community becomes a new progress of contact of kindergarten and family.The third part is to analyze the value concept of the policy of relationship between kindergarten and family on the basis of the review of development and evolvement of the policy of relationship between kindergarten and family. First, children's interests come first. Everything about children should first consider children's interests and the policy of relationship between kindergarten and family is without exception. Second, kindergarten education and family education unite and the latter gives priority to the former, reflecting government control and intervene in education. Third, equality of education. Its core is the equality of educational opportunity. Kindergarten education cooperates with family education so as to ensure the educational opportunity is used equally.
