| For preschool children,family is their first school,and parents are their first teachers.The family plays the most important role in the development of preschool children.As the development of social economy and the change of family structure function,the contradiction between work and childcare is becoming more and more apparent,which directly affects the opportunity and quality of preschool children’s education.As more and more countries attach importance to the development of preschool education,while recognizing the importance of family background in the development of preschool children,increasing support for families has become an important way for governments to develop Early Childhood Care and Education.Nowadays more countries attach importance to the development of preschool education and recognize the significance of family background in the growth of preschool children,therefore the strengthening of family support has become a crucial way to develop preschool education in all countries of the world.Over the past 20 years,the British government attached importance to the role of family in preschool children’s learning and development.As well as its Early Childhood Care and Education policy reflect the support for preschool children’s family,which aim to create a good life start for preschool children by intervening family.Based on family perspective,this study systematically analyzes the policy content and its implementation of “family support” orientation in British Early Childhood Care and Education policy,so as to provide references for the Early Childhood Care and Education reform in our country.This thesis mainly including following five sections:Section one: This part analyzes the background of the British Early Childhood Care and Education policy based on the family perspective since 1997 from four aspects.Firstly,the reform in the British welfare system caused the change of Early Childhood Care and Education.Secondly,Economic development brought opportunities and challenges to the Early Childhood Care and Education.Thirdly,Changes in family structure and function make new requirements for Early Childhood Care and Education development.Fourthly,the reform of integration of Child Education and Care promoted its development.Section two: This part mainly describes the specific contents of the British Early Childhood Care and Education policy based on the family perspective since 1997.At first,it minutely describes the contents of the British Early Childhood Care and Education policy since 1997.Four major themes of the British Early Childhood Care and Education policy are concluded based on the above description,they are giving priority to disadvantaged groups,improving the "availability" for preschool children,ensuring the childcare are "affordability" and improving the quality of preschool children’s family education.Section three: This part discusses the implementation of the British Early Childhood Care and Education policy based on the family perspective since 1997.It mainly talks the main body of implementation,specific measures,and implementation guarantees.Among specific measures of the policy implementation include that providing parental education for preschool children’s family,supplying integrated services for disadvantaged preschool children and families,supporting for parents’ participation in preschool education,and building an assessment system for family participation.Section four: This part mainly describes the achievements and challenges of the Implementation of the British Early Childhood Care and Education policy based on the family perspective since 1997.The positive effects of policies include that easing the conflict between family parenting and work,improving the family’s ability to purchase preschool services,improving the achievements of disadvantaged children,strengthening family parenting functions,and alleviating the burden of childcare.At the same time,it introduces the challenges faced by policy development,mainly due to insufficient funds,high maintenance costs,and priority to serve parents.Section five: This part mainly discusses the enlightenment of British Early Childhood Care and Education policy based on family perspectives since 1997 to our country.It mainly combines the reality of the family support in the development of preschool education in China,then analyzes the reference and enlightenment what British preschool education gave to our country in terms of ideas,legislation,funds,organization and services.These include that breaking the barriers to viewing the family as a "private field",accelerating pre-school legislation and ensuring the implementation of policies,establishing a reasonable cost-sharing mechanism to increase family payment capacity,clarifying government responsibilities,and strengthening sectoral support for support,relying on the community to provide Universal Early Childhood Care and Education policy. |
