Great achievements have been made in China's higher education as is reflected in the remarkable improvement in its scale and quality since the reform and opening-up. The scale is ever-increasing particularly in the recent years with the enlargement of the enrollment and the expansion of campuses. In a specific country, under the influence of its politics, economy, social conditions and even institutions of higher learning themselves, education enjoys objective law of its own. Therefore, the establishment of a moderate development rate of higher education under the current circumstances with the benefits drawn from the present conditions of various kinds has become an important issue to the theory researchers.With the study of the basic theories on proper development of higher education, the present thesis attempts to explore the development route in terms of the size of student population, the faculty construction, expenditure on education and favorable conditions for education. Meanwhile, with the establishment of patterns for the proper development of higher education and the analyses of the problems and myths in its current development, the author of the thesis presents strategic measures and suggestions for the proper development of higher education in hopes of providing theoretical support for its healthy development. The present research will definitely help greatly in the overall understanding of the proper development of higher education both in the theoretical and practical circles and the further understanding of the development route and general law of higher education. With comparison and analyses, existing problems have been pointed out and direction and guidance have been provided in regards to the development patterns and strategy in the growth of higher education.
