| Facing the severe challenges in the market economy, moral education has the universal problem in its lowness of the effect. The reasons would be various but the root cause is ascribed to the frailty of belief education which is the essence and the intention of moral education. Therefore the strengthening of the scientific belief education is not only the important path of achieving high effectiveness but the necessary guarantee and effective way to cover the Secondary normal schools' training goals and improved quality in the teaching.Starting from the discussion of belief connotation, characteristic, function and its relations with moral education and all-round development of man, the article illustrates the significance, the necessity and the imperativeness of belief education in the following four aspects: it is the fine tradition of our party; the essential and objective requirement of the market economy and spiritual construction; the path of achieving effectiveness: and the needing for qualified primary school teachers.The goals which are obtained through the education of its basic knowledge and Marxism for the secondary normal school are to build the right view and system of belief which can provide students with the spiritual support and power. Meanwhile the effectiveness can be improved in their well interactive system. The content designing should have the gradualness and the different levels and emphasis, which would begin with the basic knowledge and lay the great importance on the Marxist belief education with the core of Four Belief. And with the complement of relevant education of belief, religious knowledge and teacher's morality in the excellent of our culture.In accordance with the educational rules, belief education goals and the characteristic of their development, the article gives five principles followed by the belief education, that is the principle of necessity, continuity, practice, subjectivity .At the same time in terms of the existing problems, the article draws seven measures to reinforcing belief education of normal school students:1.
