Quality is the lifeline of higher education in the 21st century. How to differentiate the relations between the quantity and quality, to conform the multiple quality idea of higher education, to establish the scientific framework of the assessment indexes about the quality of higher education, to set up the system to guarantee the higher education quality, to achieve the scales, quality, construction and effectiveness about higher education to moderate the development, because this means which the popularization of higher education in China successfully realize or not.Higher education in China is striding forward the direction the on the way of transforming the minor people's education to the popularization. So we shouldcultivate proper quality opinion -expansibility, multifarious, applicability,integrity and characteristics. Quality of higher education should be the evolutive and developmental concept. The higher education's quality standards should be an adaptability, variety with the unifying of the development.To analyzing the framework of the assessment indexes about higher education quality in the United States, England, Japan, Hong Kong...etc with the nations and regions. The author has learned the scholarship levels, the budgets holding higher institution, persons qualified to faculty and the quality of student are the primary index signs of higher education quality.In the process of higher education popularization in China, the framework of assessment indexes about the quality of higher education working out must learn adequately the special features, the types and specifications of the higher institution and keep on the continual development and persist the dynamic principle.
