The popularization of higher education, the main trend of development of the world's higher education, is the inevitable outcome of development of onecounty's social economy and culture, the key sign of society's modernization, and one of the basic content of higher education's modernization. The sustained, rapid growth in the national economy, the improvement of people's living standards and the strong desire for higher education , have provided wide space for the development of higher education of our country.The development of higher education is a concept which consists of quantity, structure, quality and effectiveness depending on and coordinate ea:h other, which should satisfy the growth in quantity, the optimization of the structure, the leap of the effectiveness and the improvement in quality. Only in this way could realize the harmonious development of higher education aUsidedly. At the end of the 20th century higher education, from macroscopic aspect has been quicken in the development of scale and the adjustment of structure. From microcosmic aspect, it is an important task for the reform of universities in the new century to realize the unity of scale, structure, quality and effectiveness.This paper has carried on overall and systematic analysis on the question of scale, structure, quality and effectiveness of the popularization of higher education of Hubei. After explaining the both at hone and abroad relevant results of study, the whole paper .taking the approaches of sample statistics , comparison study , and many other approaches of prediction , has carried on the deep discussion on how to establish the relationship between quantity aid quality in the development of higher education, how to establish the scientific view of higher education in quality , how to construct the rational structure of higher education , and how to raise the efficiency in school management of higher educatin and realize that the scale, quality, structure, effectiveness of higher education develop harmoniously and allsidedly.This paper has analyzed the trend of higher education's development in our country, has given the thought that scale, structure, quality and effectiveness be coordinated each other in development, has put forward the proposal of the popularization of higher education's development in Hubei, which has important realistic meaning and directive significance to the reform and developmehof the popularization of higher education of Hubei.
