Nowadays, with the constant increasing of the global competition and the Knowledge Economy, human resources have been much more valued in most countries and business around the world. The management of Human Resources influences a company's entire business situation so directly as to influence the entire related business field. Further more, it can also influence one country's economy. Training management plays a very important role in Human Resource management. Training is a continuous study process proceeded by an organization strategically. It can make staff accomplish their work in an expected standard by directionally improving their knowledge, skills, attitudes and behaviors. The final goal of training is to accomplish the integrity of personal development and organizational everlasting.Training is a systematic work. With considering the general strategy, the importance of training for an organization's existence and development, as well as the relationship among the different parties in training has been well described in this research.Master Planning Theory has also been applied into training management through this research, which including analysis of training need, organization structure for training firms, planning and application of training strategy, training evaluation system, etc. A systematic research for the topics mentioned above has been done based upon the Chinese language training program of Tianjin International School. The function of process tracking and state feedback in Master Planning has also been analyzed in this research:Based on the Master Planning Theory, starting with the need of training, a systematic analysis has been made on the following four areas: Setting up of training firms, making and applying of training plans, the monitoring of training process, the approach of state feed back and the evaluation of training. The Master Planning Theory has been approved to be applicable and useful through this research.Training evaluation result will reflect the final effect of the Master Planning Method in training. Thus, it is very important to make sure the evaluation method is rational and scientific. Based on both qualitative and measurable evaluation, a more comprehensive evaluation method- The Comprehensive Fuzzy Evaluation Method has been used and approved to be very effective through this research. It usually takes a while to see the actual effect of the Master Plan. Those many uncertain factors existing in the training process, such as policy changes, organizational changes, market changes etc, are hardly to be described by defined mathematic formulations. Based on Grey Dynamic Model, an index of yearly number of primary Chinese language level students is used in this research for predicting the long- term goals for the Chinese language training program.
