Teaching materials development is one of the basic constructions in ordinary university and is always the emphasis of higher education reform. In the new century, the construction and innovation of teaching materials is more and more important to meet the needs of training creative personnel in ordinary university. However, as far as the present teaching materials in ordinary university are concerned, their structure and contents are mainly based on subject knowledge and are not suit for the needs of learner's self-instruction. As one kind of instructional materials with which learners are instructed by themselves rather than by teachers' interpretations, the basic spirit of self-instructional materials is to best help learners with their self-instruction. So they should be flexibly and individually designed.Presently and internationally, most studies on self-instructional materials are still limited in the field of Open Education. Studies on how to develop self-instructional materials suitable for ordinary university are rarely found. From the perspectives of higher education pedagogy, views of knowledge, theory of curriculum and teaching materials and theory of learning the article probes into the issue of developing self-instructional materials in ordinary university and it proposes some key points in the designing of self-instructional materials and puts forward a concrete model of developing self-instructional materials. Hopefully, the study will serve as reference in the field of self-instruction materials in ordinary university.
